"In the event of all out nuclear war, the russian military would need to quickly ascertain which bases were still active. So they all tune into this frequency. UVB-76 continually sends a signal which indicates "all is well". When nuclear war breaks out, it will stop. This triggers all the other facilities to start broadcasting if they have survived. Each facility will have a specified time interval for its broadcast so they don't step on each others transmissions. The few times a voice went over the air and listed some names, may have been to bring additional facilities online.
Using this would quickly give military leaders vital information about the surviving facilities."
